Code Red Expectations for Shelters
- No homeless individual/household seeking shelter should be denied due to the danger of being unsheltered in these temperatures.
Shelter residents cannot be asked to leave the building during the daytime hours when Severe Weather is in effect, no exceptions. - Curfews must be lifted to ensure that households can access emergency shelters throughout the night.
- If a household wants to leave the shelter, staff must ensure that the household has safe transportation and a safe place they will be arriving at. This can be accomplished by providing bus tickets, making sure the household can call family/friends or transportation services, or providing direct transportation through agency vehicles.
- No shelter suspensions or bans can be carried out during severe weather – clients who have been banned can return to the shelter for the night in question, if necessary. This would most likely occur if a client presented at a shelter during the weekend or after CAM business hours. Clients can be referred to CAM the following day for a different shelter bed. If a client becomes physically violent, staff are encouraged to call the police per the usual procedure.
- Per existing protocol, any household that presents at a shelter outside of CAM business hours is allowed to stay at the shelter for that night, as long as space permits. If a shelter does not have space during severe weather, the agency must either a) let the household remain at the shelter, utilizing an air mattress, extra cots. etc., or another arrangement for overnight accommodations; or b) secure another shelter bed or destination and arrange for transportation to that shelter.
- Emergency Shelters and Warming Centers are required to take as many clients as possible, within the Building, Safety Engineering, and Environmental Department (BSEED) restrictions and capacity allows.
- Anyone in need of a shelter bed can walk into an emergency shelter or warming center without undergoing a complete HMIS intake for the night in question.
Cooling Centers
The Detroit Health Department has partnered with Detroit Recreation Centers to provide residents a safe space to cool down during regular hours of operation. To offer additional relief from the heat the following recreation centers will have extended hours and will be open Saturday, Sunday, Monday and Tuesday from 9:00 a.m. to 8:00 p.m.
- Patton Recreation Center at 2301 Woodmere Street
- Heilmann Recreation Center at 19601 Brock Avenue
- Northwest Activities Center at 18100 Meyers Road
All other Detroit Recreation Centers will remain open during normal operating hours:
- Adams Butzel Complex, 10500 Lyndon – Monday-Friday from 8 a.m.– 9 p.m., Saturday from 10 a.m.-6 p.m.
- Butzel Family Center, 7737 Kercheval Avenue – Monday-Friday from 11 a.m.–7 p.m., Closed Saturday

Detroit Public Library Branches
All Detroit Public Library branches are available during their normal operating hours for residents to stay warm. The Main Library is open Monday and Thursday-Saturday from 10 a.m. – 6p.m., Tuesday and Wednesday from noon – 8 p.m. and Sundays from 1 – 5 p.m. To determine hours for the library branches, go online to detroitpubliclibrary.org.
