Warming Centers

Warming centers opened in early November, providing an additional 100 emergency shelter beds for the unhoused during the cold weather months. The warming centers will provide overnight shelter, two meals, showers, sleeping accommodations, and housing assistance services to residents experiencing homelessness.

Access to Shelters
Individuals, families, and youth seeking shelter or warming center placements can access the Coordinated Assessment Model (CAM) by calling [313 305-0311] during the hours of 8 a.m. – 6 p.m., Monday-Friday. Veterans seeking shelter should call [313 305-0311] from 8 a.m. – 4:30 p.m. Monday – Friday.

Residents also have the option of going to an in-person CAM [Access Point] located at Cass Community Social Services on 11850 Woodrow Wilson Street, Monday through Friday from 10 a.m. – 6 p.m.; or NOAH at Central 23 E. Adams on the second floor, Monday through Thursday from 9:30 a.m. – 3:30 p.m. for an in-person assessment procedure.

Helpline Resources
The Detroit Housing Services (DHS) office and the Resource Helpline provides help for those facing housing emergencies. DHS and the HelpLine can provide help with several housing issues, including:

  • Assistance with finding, applying to, and moving into stable, affordable, and permanent housing
  • Financial assistance to cover moving costs
  • Assistance with employment so residents can remain housed once successfully relocated
  • Property condition complaints, such as no heat.

Individuals who are at risk of being unhoused or are currently unhoused should call the Detroit Housing Resource HelpLine at 866-313-2520, Monday – Friday from 8 a.m. – 6 p.m. and Saturday from 9 a.m. – noon. Depending on needs, individuals will be connected to housing resources that can keep them housed or prevent them from becoming unhoused, or receive emergency shelter assistance.

Respite Locations
In addition to the overnight warming centers and overnight respite locations listed above, the City of Detroit is providing recreation centers as respite locations, which are open during normal operating hours.

  • Additionally, all Detroit Public Library branches are available during their normal operating hours for residents to stay warm. The Main Library is open Monday and Thursday-Saturday from 10 a.m. – 6p.m., Tuesday and Wednesday from noon – 8 p.m. and Sundays from 1 – 5 p.m. To determine hours for the library branches, go online to detroitpubliclibrary.org.

Code Blue

Any household that presents at a shelter outside of CAM business hours (M-F, 8 AM – 6 PM) is allowed to stay at the shelter for that night, as long as space permits. If a shelter does not have space during severe weather, the agency must either :

  • Let the household remain at the shelter, utilizing an air mattress, extra cots. etc., or another arrangement for overnight accommodations; or
  • Secure another shelter bed or destination and arrange for transportation to that shelter. 

Anyone in need of a shelter bed can walk into an emergency shelter or warming center without undergoing a complete HMIS intake for the night in question.

Emergency Shelters and Warming Centers are required to take as many clients as possible, within the Building, Safety Engineering, and Environmental Department (BSEED) restrictions and capacity allows.

Anyone in need of a shelter bed can walk into an emergency shelter or warming center without undergoing a complete HMIS intake for the night in question.

Emergency Shelters and Warming Centers are required to take as many clients as possible, within the Building, Safety Engineering, and Environmental Department (BSEED) restrictions and capacity allows. 

Curfews must be lifted to ensure that households can access emergency shelters throughout the night.  

Shelter residents cannot be asked to leave the building during the daytime hours when Severe Weather is in effect, no exceptions.   

If a household wants to leave the shelter, staff must ensure that the household has safe transportation and a safe place they will be arriving at. This can be accomplished by providing bus tickets, making sure the household can call family/friends or transportation services, or providing direct transportation through agency vehicles
 
No shelter suspensions or bans can be carried out during severe weather – clients who have been banned can return to the shelter for the night in question, if necessary. This would most likely occur if a client presented at a shelter during the weekend or after CAM business hours. Clients can be referred to CAM the following day for a different shelter bed. If a client becomes physically violent, staff are encouraged to call the police per the usual procedure.


Warming centers are now open to provide respite from cold weather, plus two meals, showers, sleeping accommodations, and housing assistance services to residents experiencing homelessness. To ensure the safety and security of residents using warming and respite centers, all facilities are supervised at all times.

Individuals and household members that are in need of somewhere safe to stay can present to this location, as this facility will serve single adults (both male and female) and families. This facility will be operable 24/7 and will be open until further notice.
